Teachers resolve to continue stir
ITANAGAR, Nov 3: A joint meeting of central executive committee of Arunachal Teachers Association (ATA) and Arunachal Pradesh Sarva Shiksha Abhiyan Teachers Association (AASSATA) was held at Naharlagun yesterday regarding the indefinite pen down strike which is being launched the SSA teachers from Dec 3. The strike is being launched by AASSATA against the alleged failure of the high power committee to place its report on the one go regularization of remaining 2003 batch SSA teachers, according to a release.
Blaming the state Govt’s high power committee for its alleged failure to submit report and ‘complete incapability of the state Govt’ to regularize the SSA teachers at one go as per cabinet decision of 7th August, 2009, the association unanimously resolved to adhere to its decision to observe pen down strike and not to withdraw the movement. It said the agitation would continue until the Govt gives positive response to its demands.
FCI clarifies

“As I understand, media is the main pillar of a society, so more and more people should come forward for its support,” said Parliamentary Secretary Tourism P D Sona while condemning the violent attacks on the media persons. “Without press, no development is possible,” he concluded.

While informing that the State often faces inordinate delay in supplying of textbooks through agencies before commencement of academic session after exercising a lot of mandatory provisions for fund allotment, Siram proposed for direct procurement of textbooks from NCERT outstation distribution centers to solve the problem.
Siram requested NCERT to ensure participation of key resource persons from Arunachal Pradesh while developing, designing and disseminating any new program on curriculum reform, textbook preparation and training modules. He also advocated for holding NCERT workshops, seminars, meeting etc at state headquarters instead of New Delhi.
“It is better for NCERT to organize its workshops, seminar, meeting preferably at state headquarters instead of New Delhi for greater benefit of states of North East Region as the state representatives usually find it difficult in reaching Delhi due to communication gap and delay in receiving information etc, “ Siram opined.
Siram also sought NCERT’s all support for strengthening of the newly created SCERT and other teachers’ education institutes in the state. He also suggested for introducing School level Curriculum on Finance and Account Matter.
He said that the knowledge of Finance and Account matter such as share market, stock exchange, price indexing is somewhere missing in the secondary level curriculum which is very important for today’s learners. The basic teaching on all these starts at Higher Secondary level through Commerce stream which need to be taken care at Elementary and Secondary level too to promote financial literacy, he added.

ITANAGAR, Dec 3: After 20 days of tremendous hard work, the Koloriang Police have arrested all the six assailants in connection with the Circle Officer assault case.
Earlier the Police had registered the case at Sangram Police station vide No. 25/2012 u/s 325/34 IPC. The accused Lokam Teki and Sangkung Tapuk were arrested on November 21, the other two accused Nangram Luder and Bamang Tariu, were arrested on November 26 and November 29 respectively.
Later Bengia Tapong was arrested from the jungles in the night of December 1 and the last of the assailants Bengia Pepo was arrested this morning from Koloriang.

ITANAGAR, Dec 03: Taking serious view of the indefinite pen-
“The government has taken serious view of the situation and considered the action of AASSATA as a breach of trust and oath enshrined in the MOU for SSA contractual teachers,” the SPD, SSA Rajya Mission said in a release adding that it will be compelled to impose the “no work no pay” policy, which will eventually lead to termination of the contractual job.”
The SPD instructed all the District Project Directors/DCs and District Project Officers/ DDSEs to comply with government order No.COM/EDN/I/2012 Dtd.26/11/12 in the interest of welfare of students of the State.

The release further informed that the salary of the SSA teachers has been revised twice from Rs.7200 to Rs.10800 for A/T and Rs.8500 to Rs.12750 for J/T w.e.f November 15, 2010 and from Rs.10800 to 21175 for A/T and Rs.12750 to Rs.26453 w.e.f August 26, 2011.
The present salary of SSA teachers is at par with regular teachers and highest in the country, the release said.
The government has already constituted a Committee to look into the demands for one time regularization of 2003 batch, the release added.
The per annum salary of SSA teachers is above Rs.180 crores against which the 10% state matching share is also a huge burden on the state exchequer. The state government is not able to provide the required amount of state share for SSA project due to which a number of components/interventions are yet to be taken up; even the salary of SSA teachers are pending from Oct’2012 due to delay in receipt of second installment from Centre (GOI). Under such financial conditions, the regularization of so many SSA teachers in one go is very difficult, the release said.
The state government under the leadership of Chief Minister Nabam Tuki and Education Minister Bosiram Siram are trying their best for the welfare of SSA teachers and the effort for more regularization is under active consideration, the release added.
ABC riders flagged off for NERM

KOHIMA(Nagaland), Dec 03: Flagging off the riders of the Arunachal Bullet Club on their trip to the North East Riders Meet at Kohima, Parliamentary Secretary Tourism Pasang Dorjee Sona said that to promote the high tourism potential of the state, we need to think outside the box and take up innovative promotion. "Rides like these are a great way not just to create camaraderie within the region, but can be used effectively as a tourism promotion tool", Pasang said. Encouraging the youth to come forward in this, he shared that the department is considering using young Arunachalee students studying or working in the metros as tourism ambassadors of the State. In addition to this, tourism festivals also need to be organised outside the state where tourist footfalls are higher and would have more visibility, he added.
Lauding the members of the club for their spirit of solidarity and adventure, he said that the ABC can be a very effective partner of the department in promoting Arunachal as a ideal destination. Recalling with satisfaction his deep involvement in the Ride in Paradise as part of the IInd NERM, Sona called upon the members to be good representatives of the State.

In due course of time, my works with sincerity, dedication and determination impressed the officers of the department. So, they increased my monthly stipend. After completion of this training, I went to Guwahati for further training.

ROING, Dec 03: The task of preparing People's Biodiversity Register (PBR) for collection of information on local biological resources and their medicinal use and other traditional knowledge associated with it was held here today.
About 50 villagers from Lower Dibang Valley including forest and wildlife officials took part in the first day of the three days PBR training held under the project ‘Mainstreaming Conservation and Sustainable use of Medicinal Plant Diversity in 3 Indian States’.
Organized by the Arunachal Pradesh State Medicinal Plant Board (APSMPB) and assisted by Divisional Forest Office (Wildlife), the local villagers were given training with a sample questionnaire for collection of information on local medicinal plants and its traditional uses.
“This is a platform to raise all related issues and to formulate strategies for conservation and sustainable use of Medicinal and Aromatic Plants (MAPs) in the near future,” said Ms Tenzing Dema, project coordinator, APSMPB.
In the course of the next two days training, the participants will be taken for field visit to Koronu and Mayudia to meet people working on herbal medicines and to collect information on medicinal plants. Mayudia, a hot tourist spot in the Mishmi Hills at a distance 52 km from Roing is identified as one of the Medicinal Plants Conservation Area (MPCA) in the locality.
The task of the participants will be to help gather local information for preparation of a Community Knowledge Register (CKR) at local panchayat level.
Earlier, highlighting on the importance of PBR in conservation and sustainable use of medicinal plants, resource person Ms Nandini Joseph from Bangalore said, “As basic component of the Biodiversity Management Committee (BMC) at local level stipulated under State Biodiversity Conservation Strategy Action Plans (SBCSAP), PBR is prepared to maintain comprehensive information on availability and knowledge of local biological resources.”
She said PBR can act like a watchdog with all local information on medicinal plants and other biodiversity resources accounted for. “This will protect the material and intellectual property rights on medicinal plants, of the local people.”
The project to conserve and mainstream sustainable use of medicinal plants attaches great importance in the fact that the international market for medicinal plants is today estimated around $60 billion and their exports from India crossing Rs.3,000 crore. It is funded by Global Environment Facility (GEF) under United Nation Development Programme (UNDP) and Government of India, which is under the aegis of APSMPB, Department of Environment and Forest, government of Arunachal Pradesh.
Arunachal is home to over 500 species of medicinal plants, which has been traditionally used by the local tribal communities. Around 28 species used by Apatani, Monpa, Singpho and Tangsa are listed as medicinal plants. Another 56 medicinal plant species is used by Mishmi, Adi and Nyishi tribe.

Official team inspects proposed sites for Polytechnic and VKV
SEPPA, Dec 03: An official team and public leaders headed by local MLA Karya Bagang visited Chayangtajo on November 28 with the purpose to inspect the proposed sites for establishment of Govt. Polytechnic College and Vivekananda Kendriya Vidyalaya (VKV).
The Govt. of India has accorded sanction for establishment of a Polytechnic College and VKV at Chayangtajo, which is one of the remotest administrative headquarters of Arunachal Pradesh. The Joint Director of Higher and Technical Education has given green signal to the propose site.
The team comprising Joint Director of Higher and Technical Education, State Nodal Officer, NSS, LRSO, Assistant Town Planner, East Kameng, three engineers of Tourism Department along with local administration also finalized the site for construction of Tourist Lodge at Chayangtajo.

Pollution and health hazard
Dear Editor,
Pollution causes degradation of environment and serious health hazard. While smoke pollutes the air, the sewage pollutes the water bodies and land. On the other hand, population explosion, urbanization and industrialization are the biggest cause of pollution. Sewage in big cities greatly pollutes the nearby rivers which results in the spreading of harmful chemicals in river. Such harmful chemicals in river pose serious threat to water, plants and animals. Polluted water is the main cause of disease like cholera, jaundice and diarrhoea which claim large number of human life every year.
Increased number of vehicles on capital roads also remain as significant contributor to air pollution. Air pollution and noise pollution shorten the life expectation of the people. Exposure to air pollution can cause headaches and nausea and other diseases like lung cancer.
Therefore, it is time for the people and concerned authorities to think seriously to control pollution in various forms.

Fulfill the assurance
Dear Editor,
Through the columns of your esteemed daily, I would like to ventilate few grievances of the people of Kerang village.
The bridge over the mighty Siyom river is the only lifeline and means of communication between Kerang I and Kerang II. This bridge also provides communication to all the adjacent villages situated at the left bank of Siyom river in West Siang district.
When it was constructed some years ago during the tenure of former Chief Minister Gegong Apang, the steel suspension bridge brought smile to the villagers and entire Yobung banggo. But unfortunately, 2000 flood had eroded away the pillar of the bridge and bridge collapsed. After that no other person or Govt agency took steps to rebuild the bridge despite much hue and cry.
The villagers of these two villages have somehow managed to make a bridge over a long stretch of 185 m span by tying the cable in live tree. Now the tree has gone old and it doesn’t give the required strength to pull up the long bridge.
When the matter was reported to authority, executive engineer fixed a board on the entrance cautioning the passerby. The bridge is now completely lying in dilapidated condition and it may collapse at anytime.
Further, MP Takam Sanjoy and Textile Minister Tapang Taloh had inspected the bridges and assured to bring the problem before the state Govt. Therefore, we, on behalf of people of Kerang, extend our sincere thanks to dignitaries for their visit and hope that they will fulfill their assurance very soon.

India’s carbon emission much less than US, China
India contributed 1.8 tonnes of carbon per person, a new research which published on Sunday says. This is much lower than the per capita emissions of economies like China, the US and EU, all of which figure among the biggest polluters of 2012.
Titled 'Global Carbon Project', researchers from UK's University of East Anglia provided empirical evidence to show that China, United States and European Union contributed 28 per cent, 16 per cent and 11 per cent in the global emissions during the year. The corresponding Indian figure in the meanwhile stood at 7 per cent. This comparison with global economy leaders is significant considering that India witnessed a 7.5 per cent growth during the year.
